In 2014, former Spanish Justice Minister Mr. Alberto Ruiz-Gallardo proposed a Bill<\/p>\n
that aimed to allow abortion only in cases of rape reported to the police or in<\/p>\n
cases where the pregnancy is medically certified as a threat to the mother’s<\/p>\n
physical or psychological health. It would have ended a woman’s right to opt for an<\/p>\n
abortion on the grounds of foetal abnormality.<\/p>\n
If you were a member of the Singapore Parliament, and in light of our dismal total<\/p>\n

Scenario<\/p>\n
\u2018X\u2019, the accused, is a 15-year-old female who has been charged with murder. At the<\/p>\n
time of the incident, she had been living alone for four months. A year before the<\/p>\n
incident, her mother, whom she was close to, had died from lung cancer. Her father<\/p>\n
remarried soon after and she was initially living with her father and her<\/p>\n
stepmother. Soon after her mother\u2019s death, she was diagnosed with depression, and<\/p>\n
her emotional problems escalated after her stepmother moved into the household. She<\/p>\n
was previously at the top of her class academically and showed no conduct problems,<\/p>\n
but she began to skip classes and stayed at home. In the four months that she was<\/p>\n
living with her father and stepmother, she had, in fact, only attended school<\/p>\n
thrice. Her form teacher had visited her with a guidance counsellor weekly, but her<\/p>\n
father pleaded with them to not to raise further alarm and ruin her \u201cbright future\u201d.<\/p>\n
A month after her stepmother moved into the household, she hit her father with a<\/p>\n
baseball bat after a quarrel. Her family brought her to see her psychiatrist again<\/p>\n
and this time she was diagnosed borderline personality disorder and depression. As<\/p>\n
the stepmother was pregnant and she did not get along well with her stepmother, her<\/p>\n
father suggested that she lived alone\u2014a suggestion she accepted. Her father was a<\/p>\n
lawyer with a busy practice, and as such she only saw her father fortnightly when he<\/p>\n
passed her a fortnightly allowance of $2000. By the time she had started living<\/p>\n
alone, she had already stopped attending school altogether, although she did not<\/p>\n
withdraw from school officially.<\/p>\n
Evidence retrieved from her computer also led to the discovery that she had killed<\/p>\n
and dissected a stray cat before, and that she had spent most of her time at home<\/p>\n
visiting online depression and anatomy forums. Her father had visited her the<\/p>\n
Thursday before the murder occurred, and in the course of his visit, they quarrelled<\/p>\n
and she cut her wrist right in front of him. She was rushed to a private hospital,<\/p>\n
and her father wanted to commit her to a psychiatric ward for that weekend, but as<\/p>\n
the beds were unfortunately full, she was discharged after she received stitches for<\/p>\n
her wounds.<\/p>\n
After her discharge, she turned up at school on her own accord on Monday, and on<\/p>\n
Tuesday she approached the victim\u2014\u2018L\u2019, and invited her to hang out after school. \u2018L\u2019<\/p>\n
was her classmate and she was a popular girl in school. The two were not known to be<\/p>\n
particularly close nor were they known to have bad relations. After school, they<\/p>\n
went shopping and stopped by a caf\u00e9 for a drink, and \u2018X\u2019 invited \u2018L\u2019 over to her<\/p>\n
place to hang out further and have dinner together as she was \u201cbored and didn\u2019t want<\/p>\n
to be alone\u201d. According to the accused, an hour after they reached her place and had<\/p>\n
some pizza in the living room, she invited the victim to view her photo albums in<\/p>\n
her bedroom. The two moved to the bedroom and while the victim was distracted by the<\/p>\n
photo albums, the accused took her baseball bat and hit the victim on her head from<\/p>\n
the back, and after the victim fell down onto the floor, the accused sat astride on<\/p>\n
the victim and strangled her to death.<\/p>\n
The accused proceeded to dissect and dismember the victim\u2019s body\u2014effectively<\/p>\n
decapitating her, opening up her abdomen and chopping off her limbs. The victim\u2019s<\/p>\n
face was also found disfigured with slashes across her face. At the time of arrest,<\/p>\n
the police also found medical and anatomy textbooks, medical tools, ropes, etc<\/p>\n
sprawled on the floor near the body. When the accused was asked why she committed<\/p>\n
the act, she answered, \u201cI just wanted to feel something\u2026I wanted to know how it<\/p>\n
feels to kill, to dissect someone.\u201d Evidence retrieved from her computer also<\/p>\n
revealed that she had written the following entries on an online medical forum:<\/p>\n
\u201cDo you all know how to warm up a body I tried to warm the body the moment it got<\/p>\n
cold, but it doesn\u2019t warm up well.\u201d
\n\u201cHey guys, do you want to know what colour is the brain I will take good care of it<\/p>\n
and the
\nspinal cord. They look so pretty in a solution.\u201d<\/p>\n
The father of the accused committed suicide a week after the incident, and besides<\/p>\n
her stepmother, she has no other family.<\/p>\n
